On the morning of April 18, the State Council Information Office held a press conference to introduce the development of industry and information technology in the first quarter of 2024.

Zhao Zhiguo, Chief Engineer of the Ministry of Industry and Information Technology and spokesperson, stated that the development of industry and information technology achieved a stable start in the first quarter, showing a trend of stabilization and improvement. The added value of the above-scale industry in the first quarter increased by 3% year-on-year, which is 0.3 percentage points higher than the fourth quarter of last year, reversing the continuous downward trend since October last year. At the same time, the investment in manufacturing in the first quarter increased by 7% year-on-year, which is 1.9 percentage points higher than the national fixed asset investment, maintaining a relatively fast growth rate on the basis of a high base in the same period for two consecutive years. In terms of accelerating the transformation and development of the industry towards green and low-carbon, the development of emerging industries such as new energy vehicles and photovoltaics has been accelerated. In the first quarter, the fixed asset investment in high-tech manufacturing increased by 15.2% year-on-year, and the output of emerging products such as new energy vehicles and solar cells increased by 22.5% and 53.2%, respectively.

"New industrialization is an industrialization that is supported by high-end, intelligent, and green, an industrialization that integrates innovation among large, medium, and small enterprises, an industrialization that develops in sync with the 'four modernizations', and also an industrialization that deeply integrates the digital economy with the real economy, which brings unlimited development space for the integration of production and finance," said Zhao Zhiguo.

Accelerate the green and low-carbon transformation and upgrading of traditional industries

Tao Qing, spokesperson of the Ministry of Industry and Information Technology and Director of the Operation Monitoring and Coordination Bureau, pointed out that it is necessary to accelerate the green and low-carbon transformation and upgrading of traditional industries. Implement support policies such as large-scale equipment renewal and the replacement of consumer goods with old ones, guide enterprises, parks, and key industries to comprehensively implement a new round of green and low-carbon technology transformation and upgrading, accelerate the optimization and adjustment of the product structure, energy structure, and raw material structure of traditional industries, and re-engineer the process, to enhance the competitiveness of the industry.

In response to the deployment and arrangements for comprehensively promoting the green development of industry proposed at the National New Industrialization Promotion Conference, Tao Qing emphasized that efforts will be focused on three aspects.

First, accelerate the green and low-carbon transformation and upgrading of traditional industries. Implement support policies such as large-scale equipment renewal and the replacement of consumer goods with old ones, guide enterprises, parks, and key industries to comprehensively implement a new round of green and low-carbon technology transformation and upgrading, accelerate the optimization and adjustment of the product structure, energy structure, and raw material structure of traditional industries, and re-engineer the process to enhance the competitiveness of the industry.

Second, promote the green and low-carbon high starting point development of emerging industries. Guide information technology facilities such as data centers and communication base stations to increase the proportion of green energy utilization. For example, accelerate the comprehensive utilization of new solid waste such as waste power batteries, photovoltaic components, and wind turbine blades. Focus on the needs of the energy revolution and industrial transformation under the "dual carbon" target, and plan and layout the future industries such as hydrogen energy, energy storage, biomanufacturing, and carbon capture, utilization, and storage.Thirdly, it is about fostering new green integration formats in the manufacturing industry. We will vigorously promote the deep integration of digitalization and greening, the deep integration of modern service industry and green manufacturing, and the deep integration of green consumer demand and green product supply, to cultivate new formats and nurture new momentum.

On March 27, the Ministry of Industry and Information Technology, in conjunction with six other departments, issued the "Implementation Plan for Promoting Equipment Renewal in the Industrial Sector." It proposes to focus on promoting a new type of industrialization, using large-scale equipment renewal as a starting point, implementing a technological transformation and upgrading project for the manufacturing industry, with digital transformation and green upgrading as the key points. Adhering to market-driven progress, standardization leadership, and the integrated renewal of software and hardware, it aims to promote the high-end, intelligent, and green development of the manufacturing industry. By 2027, it strives to achieve a growth of more than 25% in the scale of equipment investment in the industrial sector compared to 2023.

Regarding the specific measures to promote large-scale equipment renewal in the industrial sector, Deputy Minister of Industry and Information Technology Shan Zhongde pointed out at the State Council's policy briefing on April 10 that the focus will be on key industries such as petrochemicals, steel, non-ferrous metals, and building materials, carrying out four major actions: advanced equipment renewal, digital transformation, promotion of green equipment, and enhancement of safety levels.

"For industries such as industrial mother machines, agricultural machinery, and construction machinery, we will accelerate the renewal and replacement of outdated and inefficient equipment such as old machine tools that have been in service for more than 10 years; for industries such as aviation, photovoltaics, and power batteries, we will update a batch of advanced equipment that is high-tech, high-efficiency, and highly reliable, benchmarking against international advanced levels; and we will renew and upgrade a batch of testing and inspection equipment around weak links such as research and development design, pilot testing, and inspection and testing," said Shan Zhongde.
